  • Rules of entry in, stay and exit from the Republic of Moldova

    RIGHT OF ENTRY IN AND EXIT FROM THE REPUBLIC OF MOLDOVA

    (1) Citizens of the Republic of Moldova have the right to exit and enter the Republic of Moldova on the basis of the passport, while refugees, stateless persons and beneficiaries of humanitarian protection – on the basis of the travel documents issues by competent bodies. 
    (11) Citizens of the Republic of Moldova, regardless of the residence, stateless persons and citizens with the right to permanently or temporarily reside in the Republic of Moldova who are abroad and do not possess a valid travel document to return to the Republic of Moldova have the right to enter the Republic of Moldova on the basis of the travel order issued by diplomatic missions and consular offices of the Republic of Moldova. The procedure of request and issue of the travel order, as well as the template, content and validity are provided by a regulation approved by the Government. 

    RULES OF ENTRY INTO THE REPUBLIC OF MOLDOVA

    Entry on the territory of the Republic of Moldova is allowed to foreigners who meet the following conditions:

    1. they have a valid document for crossing the state border, recognized or accepted by Moldova, if international treaties to which Moldova is a party do not provides otherwise;
    2. have a visa issued according to the current law or, where applicable, a valid residence permit, if international treaties to which Moldova is a party do not provides otherwise;
    3. submit documents justifying the purpose of entry and have the proof of sufficient financial means to cover the period of intended stay and the return to their country of origin, or transit to another country where they are allowed to enter;
    4. provide guarantees they will be allowed to enter the destination country or that they will leave the territory of Moldova, in the case of foreigners who are in transit;
    5. are not in the list of foreigners prohibited to enter Moldova or declared undesirable;
    6. are not considered to be a threat to public policy, internal security, public health.

    Entry of foreigners to the Republic of Moldova can be done through any border crossing point opened for international traffic.

    Foreigners who stay in the international airport transit areas, in transit zones at the state border or in accommodation centres with the regime of transit zone or on boats anchored in the river ports are not covered by this law regarding the conditions of entry and stay of foreigners in the Republic of Moldova.

    Foreigners who are legally residing in Moldova and are temporarily leaving its territory have the right to reenter the country without entry/exit visa, during the validity period of their residence permit.

    Foreign nationals exempt from visa obligation to enter the Republic of Moldova, are allowed to enter the country and stay for a period of no more than 90 days during 6 months, starting with the date of the first entry in the country.  Foreign nationals subject to visa obligation have the right to stay in the Republic of Moldova for the period indicated in the visa, but no more than 90 days during 6 months starting with the date of the first entry.

    CONDITIONS OF VALIDITY OF DOCUMENTS FOR CROSSING THE STATE BORDER  

    (1) On the date of entry of the foreign national in the Republic of Moldova the validity of the document for crossing the state border shall exceed with at least 3 months the envisaged date to leave the country.  
    (2) In exceptional situations provided by art. 21 par. (1), as well as in case of international officials participating at major national or international events organized by central public authorities, entry in the Republic of Moldova is authorized on the basis of a document for crossing the state border with a validity exceeding with at least 3 month the envisaged date of exit from the country. 
    (3) The document for crossing the state border shall contain at least two blank pages.
    (4) The document for crossing the state border shall be issued in the last ten years.

    RULES FOR CROSSING THE STATE BORDER WITH THE MEANS OF TRANSPORT 

    The person driving a vehicle shall be in possession of the following documents and upon the request of the police agent, border police officer or the mobile teams officer of the Customs Service shall present:
        a) driving license issued on his/her name, valid for the category (subcategory) of the vehicle;
        b) registration certificate of the vehicle, issued on his/her name or the registration certificate of the vehicle accompanied by another document confirming the right of use, or as appropriate, the registration certificate issued in the name of the juridical person and the log sheet; 
        c) Compulsory Civil Liability Insurance of vehicle owners;
        d) documents related to the nature and weight of load in cases established by law.

     


    Individuals can bring into the country the following items, without paying import duty:

    • goods whose value does not exceed EUR 300 and which are not intended for production or commercial activity;
    • cash and checks in the national currency of the Republic of Moldova as well as cash and travelers checks in the foreign currency, if its total amount does not exceed 10.000€. This amount has to be declared only at the request of the customs officer.(If the amount exceeds 10.000€ and is up to 50.000€, the individual is obliged to declare it;)
    • cigars - 50 pieces, or cigarettes made of tobacco or tobacco substitutes - 200 pieces;
    • wine or vermouth, spirits, liqueurs and other strong alcoholic beverages - up to 2 liters; beer - up to 5 liters;
    • 2 mobile phones, 3 units of watches, 4 pairs of eyeglasses or similar items, 1 unit each of optical instruments and tools, reception devices for radio, devices for sound recording, recorders and reproducers, cameras to take still images;
    • medicines for general use;
    • up to 5 units of jewelery made of precious metals and stones, regardless of their value;
    • fuel for the vehicle, provided that the fuel is in the vehicle’s tank.

    Veterinary certificates must be submitted when traveling with your pet.

    Vignettes (road tax) are compulsory for all vehicles with foreign number plates. The price of the vignettes for seven days - 4 euros; 15 days - 8 euro; 30 days - 14 euro; 90 days - 30 euro and for 180 days - 50 euro. The fine for not purchasing the vignette ranges between 2800 and 3000 MDL.


    Entry into the Republic of Moldova and exit from the Republic of Moldova for foreigners

    The entry into the territory of the Republic of Moldova is allowed for foreigners holding valid national passport, entry visa (depending on the nationality of the passport holder), documents confirming the purpose of the journey and the possession of financial means, as well as the fulfillment of other conditions specified in the Law on foreigners in the Republic of Moldova Nr. 200 dated 16.07.2010, art. 6.

    Foreigners may leave the territory of the Republic of Moldova on the basis of a valid document for crossing the state border, based on which they entered the country Law on foreigners in the Republic of Moldova Nr. 200 dated 16.07.2010, art. 11.

    Registration of foreigners in the Republic of Moldova

    Registration of foreigners who enter or exit the territory of the Republic of Moldova is performed during their crossing of the state border of the Republic of Moldova by mentioning this in the national identity documents Law on foreigners in the Republic of Moldova Nr. 200 dated 16.07.2010, art. 84.

    Foreigners entering the Republic of Moldova through the Transnistrian segment of the Moldovan-Ukrainian border that is not controlled by the Moldovan authorities, are obliged to declare about it within 72 hours after crossing the state border to one of the following offices:

    1. Subdivisions of "CRIS"Registru” State Enterprise (http://registru.md/ro/subdiviziuni-teritoriale/dris);
    2. Subdivisions of the Department of Migration and Asylum (http://bma.gov.md/content/6624).
    3. BCPs controlled by the constitutional authorities of Moldova.

    In order to be registered, the foreigners have to submit their travel documents that allow them to enter into the Republic of Moldova.

    Government Decision approving the Regulations on issuance of identity documents and record keeping of inhabitants of the Republic of Moldova, nr. 125 dated 18 February 2013, pct.1241

    If the foreigners do not declare about their entry into the territory of the Republic of Moldova through Transnistria, a fine between 10 to 20 conventional units is imposed (200-400 MDL).

    The penalty does not apply to the holders of travel documents issued by foreign authorities residing in localities from the left bank of the River Nistru (Transnistria).

    Contravention Code, art. 333 paragraph (4)

    Violations by foreign citizens and stateless persons of rules for staying in the Republic of Moldova expressed through staying without identity documents or with inauthentic documents or documents whose validity has expired shall be sanctioned by a fine of 20 to 50 conventional units. Contravention Code, art. 333 paragraph (1)

    Asylum for foreigners in the Republic of Moldova

    Any foreigner can seek asylum in the Republic of Moldova.

    The application must be submitted personally by the foreigner as soon as one:

    1. is at the border crossing point;
    2. is on the territory of the Republic of Moldova;

  • Rules of entry, stay and exit to / from the border crossing points

    The rules of entry, stay and exit to / from the border crossing points (BCP) for persons and vehicles are published and displayed on the billboards at the BCPs. Specific rules for border control regime for certain types of state border, certain categories of persons, means of transportation are approved by the Government.

    Entry on the territory of the BCP by persons, vehicles and goods shall be carried out with the consent of the border policeman.

    Exiting the BCP by persons, vehicles and goods is carried out with the consent of the border policeman and customs officer after the customs and border control is done.

    Entry and exit of ships and other floating means of transport into/from the ports is carried out with the agreement of the Harbormaster's Office and heads of subdivisions of the Border Police, Customs Service and other supervisory bodies established by law.

    At the BCPs,work-related information and any other public information must be registered manually or electronically. Public information is displayed on information boards.

    AT THE BORDER CROSSING POINT IS PROHIBITED:
        1) Entry into the border crossing and administrative buildings of institutions located therein, where access is limited;
        2) Stay on the territory of the border crossing point without identity documents, with expired documents, damaged documents and invalid documents;
        3) Stay in office premises of border police officers, customs officers, in the locations where are examined the documents;
        4) Passing the line of border control cabin without the consent of the border police officer;
        5) Station at the border crossing point of transport units to which have been authorized the border crossing or to which have been not authorized the border crossing;
        6) Carrying out the operations of discharge / charge, which does not fit into the process of border crossing control;
        7) Photography and filming of the border crossing point and of control procedures, without the consent of border police officer and customs officers;
        8) Use of electronic devices that may interfere with the activity of border police officers and customs officers;
        9) Removal without authorization out of the territory of the border crossing point of transport units, assets, goods and animals;
        10) Introducing on the territory of the state border crossing point of firearms, explosive substances and other hazardous substances without a permit issued in accordance with legislation in force;
        11) Accommodation in service spaces as well as those auxiliary located within the border crossing point;
        12) Smoking outside places specially designated for this purpose;
        13) Entering the area of border crossing control without the permit of border police officer as well in customs control zone - without the consent of the customs officer;
        14) Providing third party objects, goods and other goods to the finalization of border control and customs control;
        15) Change of parking place of the transport units without the consent of the border police officers and customs officers;
        16) Transporting in cargo units to / from the border crossing point of persons with violation of rules established by the legislation in force relating to carriage of passengers;
        17) Stay in the territory of the border crossing point, including entering into areas of regime, of the employees of the border control authorities outside working hours.



  • Classifications of the border crossing points (BCP)

    by status:

    INTERNATIONAL – for the border crossing by people and vehicles belonging to any state;

    INTERSTATE - for border crossing by people and vehicles belonging only to Moldova and Ukraine (Romania);

    LOCAL - (are located only on the Moldovan-Ukrainian state border) for crossing the state border by Moldovan and Ukrainian citizens permanently residing in the border administrative districts, with identity card or passport, with vehicles belonging to them with overall capacity not exceeding 3.5 tonnes.


    by type:

    Four international airports are open for international traffic in Moldova: Chisinau - Airport, Balti - Airport, Cahul - Airport and Marculesti - Airport, of which currently only Chisinau - Airport operates permanently for air passenger and air cargo traffic and Marculesti - Airport operates air cargo traffic. Other airports handle charter routes. Moldova also has Giurgiulesti port for handling international cargo and passenger traffic.

    ROAD - for crossing the border by means of transport;

    RAILWAY - intended for crossing the state border by train (for rail traffic, passengers and cargo);

    RIVER – for crossing the Moldovan-Ukrainian border by river transport (for the daytime pasenger traffic by boats, jetties);

    AIR – for crossing the state border by aircrafts (passenger and cargo traffic);

    PORT – for crossing the state border by ships (passenger and cargo traffic).




  • Rules and restrictions of stay in the border area

    The border area is within a width of 10 kilometers of the state border within the country.

    The following actions are forbidden in the border area:

    • shooting by firearm in the direction of the state border;
    • damage or destruction of the border signs, facilities or technical means of surveillance and border control;
    • making and / or spreading fire within the protection strip of the state border;
    • carry out activities that may contaminate the water, air or soil;
    • objects or mail exchange across the border;
    • conversations over the state border.

    Border policemen are entitled to check the identity documents of people and to control the means of transport in the border area.

    The localities that are in border areas and municipalities whose boundaries are in the border area are stipulated in Annex No. 5 to the Government Decision nr.926 dated 12 December 2012.

    Regulations on the recreational activities, fishing and hunting in the border area are stipulated in the article 32 of the Law 215 dated 04.11.2011.
